French banker and politician. He was born in Nancy. He worked as a banker and founded a working-class newspaper, Le national. After the revolution of 1848 he was mayor of his district of Paris, member of the general council of the department of the Seine, and paymaster general in Strasbourg. He later became minster of finance in the Second Republic, and was vice-president of the National Assembly in 1849.
