Labour leader in Palestine. He was born in Belorussia and emigrated to Palestine in 1906. At the beginning of World War I he was a founder of the Jaffa Group, which promoted military training. In 1919 he joined the Ahdut ha-Avodah Party and became a member of its executive committee. He was also active in the Histadrut and the Haganah. From 1935 to 1940 he served as deputy mayor of Tel Aviv.
