English indus-trialist and statesman. He entered his father's firm, which later became Imperial Chemical Industries. He was elected to parliament as a liberal in 1906, and was appointed commissioner of works, and later minister of health. He subsequently became a member of the conservative party. He was made a baron in 1928. A dedicated Zionist and contributor to Zionist causes, he helped found the Jewish Agency in 1929 and became the chairman of its council.
