British historian and Zionist. He was born in eastern Galicia. He was professor of modern history at Manchester University from 1931. An ardent Zionist, he served as political secretary of the Jewish Agency from 1929 to 1931. He wrote studies of the social-political structure of England in the 18th century, the 1848 revolutions, and the events leading up to World War II.
