Israeli economist. He was born in Germany. He served as economic editor of the Frankfurter Zeitung (1921-6) and manager of the Labour Movement's Economic Research Bureau in Berlin (1926-33). He settled in Palestine in 1933 and directed the Workers' Bank from 1938 to 1949. He was then elected a Mapai member of the Knesset; during his ten years in parliament (1949-59) he was minister without portfolio (1951-2; 1955-9), and minister of agriculture (1952-5).
