Israeli political figure. Born in Dvinsk, Russia, he went to Palestine in 1912 and joined the Haganah. He spearheaded the Haganah initiative to bring illegal immigrants into the country. During World War II he helped organize illegal immigration from Middle Eastern countries. When the war ended, he headed the underground operation for the transportation of the survivors of European Jewry.
