Polish communal leader. He was born in Dotnuva, Lithuania. He was a rabbi in Genichesk, Urkaine, from 1906, and later became the government-appointed rabbi of Vilna. In 1920 he was minister of Jewish affairs in Vilna, and from 1922 to 1939 was a member of the Polish senate. He was also a leader of the Mizrah i and active in the World Zionist Organization. In 1941 he emigrated to the US and taught at Yeshivah University.
