American rabbinic scholar. He was born in Bridgeport, Connecticut. He served as chairman of the Rabbinical Assembly of America from 1945 to 1948. His Kunteresha-Teshuvot is an annotated bibliography of rabbinic responsa of the Middle Ages. He published biographies of Israel Friedlaender, Louis Ginzberg and Alexander Marx, as well as studies of comparative law.
