Israeli diplomat. He was born in Russia and settled in Palestine in 1924. From 1934 to 1945 he was director of the Middle East section in the Jewish Agency's Political Department, and from 1945 to 1948 head of its Political Office in Washington. In 1949 he served as ambassador in Washington, and was then ambassador in London (1950-9). He was president of the Hebrew University from 1962 to 1968. His writings include Israel and Its Neighbours.
