   U.S. agency involved in the covert U.S.-Iranian support and betrayal of Mulla Mustafa Barzani during the 1970s, U.S. incitement of the Iraqi Kurds to rise against Saddam Hussein following the Gulf War in 1991, and subsequent unsuccessful plots involving the Kurds against the regime in the mid-1990s. After the failure of U.S. intelligence to prevent the 11 September 2001 terrorist attacks against the United States and failures to adequately assess the situation in Iraq that helped lead to the U.S war against that country in 2003, the U.S. intelligence community was reorganized. The director of the CIA (formerly the overall head of U.S. intelligence) was placed under a newly created director of national intelligence.
