Each of these words means "a formal expression of opinion," "a proposal," but motion always refers to a proposal requiring a vote or other action. A resolution is not necessarily formed or phrased in a legislative, judicial, or deliberative gathering; a motion always is: "Mr. Chairperson, I make a motion that this resolution be adopted."
