British royal commission appointed in May 1937 to investigate unrest in Palestine. It recommended partition of the British mandate for Palestine into an Arab state united with Transjordan and a Jewish state while retaining a British enclave. The recommendation was later abandoned, but in 1939, in a new White Paper, the British dramatically restricted Jewish immigration (see ALIYA) to Palestine.
